Tips for smoothing face
I shave and use some light makeup, but I would still like to make it more smoother.
Another tip I am looking for is to cover up and redraw the eyebrows, w/o shaving/getting rid of them

Honestly if you're looking for smooth and not very attached to your facial hair or other areas of hair then waxing is the best way to go. I believe they have eyebrow shaping tools to help with that.
